The rules can remain as they are, they already belong to the IHPVA. Rule
adjustements can be made by voting by the representatives. So, no hurry
here.

For now, the IHPVA is formed by the representatives of the different
national HPV-organisations. It is only the US who has decided to
withdraw themselves. This means bylaws are not required to have a IHPVA.

Actually they don't as they do only represtent the US HPV organisation.
Therefore, a IHPVA record committee should be formed. I see no problem
to do that before WC 2008.
